Our novel dataset covers parts of Central Europe with high spatial r esolution from 1782 to 1930. Leveraging instrumental variables and the s taggered expansion of the railway network\, we document that industriali zation flourished particularly where transport infrastructure and resour ces coincided\, highlighting strong complementarities between these endo wments. In response\, policymakers have implemented intern ational trade bans to preserve rare animals and forest species such as r hinos\, elephants\, and rosewood. Yet little research examines their con sequences. Combining georeferenced habitat maps of wild animals and tree s with armed conflict data\, I uncover sizeable adverse effects of inter national trade ban treaties. First\, event-study estimates reveal that b ans raise the likelihood of conflict in habitat areas by about 40%. Two findings support a windfall-related conflict mechanism. For elephant ivo ry\, a natural experiment shows that\, in response to supply-side polici es\, prices change\, which in turn changes the likelihood of conflict ev ents in their habitat. Given the elephant’s broad habitat\, the implied magnitude exceeds that of well-studied conflict minerals. For wild trees \, satellite data show that harvesting shifts from high- to low-capacity states once bans are imposed\, generating rents that spark violence. An analysis of battles’ locations before and after the policy reveals that militias and rebels expand into new\, distant areas and are more likely to gain territorial control\, consistent with a feasibility mechanism i n which windfalls relax budget constraints. A quantitative model suggest s that a targeted policy restricting trade in states with strong institu tions and smaller wildlife stocks can conserve resources while limiting conflict. Given these spillovers\, international trade bans\, if maintai ned\, should be accompanied by state-building support for low-income cou ntries\, which often lack enforcement capacity. Each sender privately observes an unconditionally independent sign al about an unknown state\, so no sender’s report can be verified agains t another’s. A receiver makes a binary accept/reject decision whose payo ffs depend on the state. Even though cross-verification is impossible\, we show the receiver can benefit from informational division. We introdu ce a novel incentive-compatibility-in-the-large approach that studies op timal design via the large-population limit. For fixed population size\, optimal mechanisms are in general complex. However\, we show that in th e limit they converge to a simple mechanism that depends only on the pay off from acceptance\, and punishes excessive consensus in the direction of the common bias. These surplus burning punishments yield payoffs boun ded away from the first best\; the resulting inefficiency demonstrates h ow our concept of informational division is distinct from standard model s of information in large populations.
